HR Trend Foreshadows Future of Employment

According to the latest job numbers released by the Bureau of Labor Statistics, temporary help employment increased by 2.5 percent, seasonally adjusted, from November to December 2009. While several sectors of the economy continued to lose jobs, albeit at a slower pace, temporary help services was one of the few industries that continued to add jobs during this period.

“Businesses are reluctant to hire new employees until they are more confident in the economic recovery, instead preferring the workforce flexibility offered by staffing firms,” said Richard Wahlquist, president and CEO of the American Staffing Association. “However, because staffing employment is a leading employment indicator, the consistent trend of temporary help job growth bodes well for overall job growth in the near future.”

BLS commissioner Keith Hall noted the steady employment gains that have occurred in temporary help since a low point in July 2009 and also highlighted that staffing has added 166,000 jobs over the past five months. More new temporary jobs were created in December 2009 than at any comparable period in the past 20 years.

Non-seasonally adjusted BLS data, which estimate the actual number of jobs in the economy, indicate that temporary help services added 1.2 percent more jobs from November to December 2009. The ASA Staffing Index, which is also not seasonally adjusted and therefore comparable to the nonadjusted job numbers reported by BLS, also showed an increase in staffing jobs of 1.2 percent.

Overall, seasonally adjusted nonfarm employment fell by 85,000 in December 2009, with most of the job losses occurring in construction, manufacturing and wholesale trade. The overall unemployment rate remained at 10 percent.

ASA research shows that staffing employment is a coincident economic indicator and leading employment indicator, especially when the economy is emerging from a recession.
