Management, employees, and human resource specialists all share a common objective: optimizing individual and organizational effectiveness within the organization. The inherent difficulty associated with achieving this goal stems primarily from the functional makeup of an organization as it relates to optimizing performance. Individual and organizational effectiveness is typically managed by several functional groups, each working independently of one another. Staffing, employee appraisal, training and development, succession planning, organization development, and other departments are regularly sub-optimized because they are unable to leverage the efforts of the others.
